Assistant Controller - HPA - Downey, CA (E) ASSISTANT CONTROLLER - DOWNEY, CA Kaiser Permanente Health Plan Administration (HPA) has an opportunity for an Assistant Controller, TO BE LOCATED IN DOWNEY, CA. The areas under direct control of this Assistant Controller, Claims Administrator will include maintaining policy and oversight of all aspects of direct and indirect internal financial control; general ledger accounting, infrastructure and reporting; financial reporting; financial systems/processes re-engineering and as well as staff development and succession planning.

Responsibilities include ensuring high levels of financial controls and compliance exist within Claims Administration Shared Services.

Serves as an expert to Shared Services and regional leadership on major and highly complex financial initiatives with strategic importance to Claims Administration.

Works with senior leadership at the regional levels in identifying and resolving issues.

Develop strong and seamless operational partnerships with finance areas.

Provides technical accounting support to Claims Administration leadership in the pursuit and attainment of organizational goals.

Develop and maintain a financial risk exposure mechanism for awareness of regional financial areas.

Develops awareness of and accountability for all aspects of internal control in both financial and operational environments.

Directs and manages the review, modification, communication and compliance of internal accounting controls including Sarbanes-Oxley Section 404 Documentation and testing to ensure the design and operation of internal controls are reliable and support attestation by senior leadership annually.

Ensures timely and accurate production and interpretation of financial data related to claims and coordination of benefits (COB).

Responsible for ongoing review and strengthening of internal controls in support of Program policy, GAAP, Sarbanes-Oxley and government guidelines.

Assess, evaluates and implements necessary controls.

Provides strategic business planning for local management to ensure cost efficient administration of financial transactions and administrative expenditures.

Supports the development, implementation and monitoring of the operating budgets.

Responsible for re-engineering and process improvements of the financial systems, processes and controls.

Establishes, monitors and reports performance metrics to ensure that transactions are processed accurately and efficiently.

Implements and monitors effective controls which conform to Program policies and government regulations and sound financial management practices.

Coordinates audits with internal and external auditors and various state and federal agencies.

Administers reporting of findings effecting the financial statements that arise from the external, internal and regulatory audits as well as management identified findings and statuses findings monthly as part of the Claims Control Review process.

Leads cost containment and improved financial efficiency efforts.

Strategically and proactively establishes controls and reporting needs associated with claims and COB. Mentoring and coaching of supervisory level direct reports.

May perform other duties as assigned or directed.

Requirements for this position include a Bachelors degree in Business Administration with emphasis in Accounting or related field.

Masters degree preferred.

CPA or CMA a definite plus.

Extensive (10+ years) experience in financial management, management and strategic planning required.

Experience in high volume processing centers preferred.

Experience with major financial software systems required.

Incumbent must have strong communication, presentation, analytical and staff development skills required.

Thorough knowledge of federal, state and regulatory accounting and reporting regulations, GAAP, Sarbanes Oxley, cost management techniques, financial analysis, financial reporting, and budgeting required.

Strong matrix management & persuasion skills required.

Must be able to work in a Labor/Management Partnership environment.

Healthcare or Managed Care experience preferred.
